A business with Level 4 processes but Level 1 governance is Level 1. A business with clean, organized data but a team that fears AI is stuck until the fear is addressed. The bottleneck dimension sets your true operating level — everything else is potential waiting on permission.
That is why the model scores across dimensions rather than assigning a single number. The lowest score is the honest one. Fix the weakest link first.
Maturity is a profile across five dimensions, each scored 1–5 against the levels. Overall maturity is the lowest score. A sample mid-evaluation profile:
A 15-person commercial landscaping company. 12 years in business, $2.5M revenue. The founder runs everything from memory — pricing, scheduling, customer history. Experienced crews, but processes aren’t documented. The knowledge can’t transfer.
What this profile tells us: the crews understand the work (Process Clarity: 3), but the business runs on one person’s memory. Decision Governance and Tool Foundation — both Level 1 — are what keep the company at Level 1. The prescription: Phase 1 is Getting Organized — document what the crews know, map where information lives, establish who decides what. Only then can the company advance to Level 2 and run its first AI experiment.
